At the meeting with the Emperor's attendance after the end of war, the members struggled over whether Japan should accept Potsdam declaration or not. When the members were divided into two 'acceptances' and three 'rejections', Kiichiro asked the Secretary for War and naval Cabinet minister about the current status of war or the defense attitude of Japan for forty minutes before he made his decision. Although the decision was a very difficult one, he eventually stood at the side to accept it. Prime Minister Kantaro Suzuki asked the Emperor for a judgment because the meeting had become too complicated for the member to manage. (The Emperor only approves a governmental advice, and an opinion is never expressed in Japan.) And Japan decided to lay down its arms according to the Emperor's will at last. Japan accepted the Potsdam declaration, which contained clauses about war criminals. Someone had to become a war criminal. Then, we could not guess what would happen to the Emperor and Japan if the Allied countries would not be satisfied with the war criminals chosen by the government.
